Delays high school social studies assessment administration to begin in the 2015-2016 school year, while elementary and middle school assessments continue starting in 2013-2014 school year.

Requires the department to select specific grades to ensure all students are assessed once in elementary school, once in middle school, and once in high school.

Permits the department to shift to a representative sample model after all students have been tested once, with testing occurring in each public school at least once every 3 years.

Allows school districts and charter schools not included in the representative sample to request the department administer the assessment in their schools, with testing occurring the following school year.

Reduces the cash funds appropriation from the state education fund for the Colorado student assessment program by $335,190 for fiscal year 2014-2015.
