Amends Colorado Revised Statutes 42-1-402 to change the duration of licenses for auctioned registration numbers from perpetual to a duration determined by the group.

Removes the designation of registration number licenses as "perpetual" licenses while maintaining that use remains subject to compliance with Part 4 of the statute.

Applies to registration numbers auctioned to raise money for the Disability-Benefit Support Fund.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.

Was approved by Governor John W. Hickenlooper in 2014.
