• Authorizes the state of Colorado to pay $18,190,292 in total claims to 27 claimants affected by the Lower North Fork Wildfire in March 2012, with payments to be made by September 1, 2014.

• Modifies Colorado law to allow claimants to present either a judgment or a district court order granting entry of judgment based on a special master's damages award to the general assembly for payment of amounts exceeding standard liability caps.

• Requires claimants accepting payment to release the state and its officers from all claims and liabilities arising from the wildfire, and prohibits insurers from exercising subrogation rights against claimants.

• Appropriates $7,101,298 from the general fund to the Department of Personnel for payment of judgments related to the wildfire claims.

• Transfers $1,000,000 from general fund economic development appropriations to the Colorado Economic Development Fund and reduces Controlled Maintenance Trust Fund appropriation by $589,099.
