Submits to Colorado voters a constitutional amendment to authorize limited gaming in unincorporated areas of Kiowa County within 5 miles of the town of Eads boundaries as they existed on January 1, 2014.

Prohibits limited gaming in the town of Eads itself and in any Kiowa County area more than 5 miles from Eads boundaries.

Allows Kiowa County to receive distributions of gaming tax revenues in the same manner as Gilpin and Teller counties under existing limited gaming statutes.

Includes Kiowa County in the 12% county distribution and 10% local gaming impacts distribution of limited gaming fund revenues.

Requires voter approval at a statewide election, with amendment becoming part of the state constitution if a majority votes "Yes/For" on the proposition.
