Submits a constitutional amendment to Colorado voters that transfers county officer salary-setting authority from the General Assembly to each county's board of commissioners.

Applies to county commissioners, sheriffs, treasurers, assessors, clerks, coroners, and surveyors.

Directs the General Assembly to create citizens' commissions on county officer compensation in each county by the first regular session of the 70th General Assembly, with first recommendations due by January 1, 2016, and at least biennially thereafter.

Establishes that county officer salaries cannot be set lower than amounts in effect on January 15, 2015, and restricts when salary changes can occur during terms of office.

Requires the General Assembly to determine the composition, appointment methods, qualifications, functions, and factors for commission consideration when evaluating county officer salaries.
