Adds a new constitutional requirement that initiative petitions proposing constitutional amendments must gather a minimum number of signatures from registered electors in each U.S. congressional district in Colorado.

The minimum signatures per district equals 70% of the total signatures required for the initiative petition divided by the number of Colorado congressional districts, effective for elections beginning in 2015.

The geographic distribution requirement uses the congressional district boundaries in effect at the time the petition is filed with the Secretary of State.

Exempts amendments that only repeal provisions from any amendment approved by voters prior to 2015 from the congressional district signature requirement.

Requires initiative petitions combining state legislation and constitutional amendments to comply with the new congressional district signature distribution requirement.
