Establishes that members of the Colorado General Assembly agree to conduct themselves in a manner that reflects credit on the legislature and inspires public confidence in democratic government.

Requires members to maintain dignity, respect traditional legislative norms, and extend courteous behavior to the general public and media.

Directs members to confine discussion to subject matter under debate with focus on problem-solving and understanding diverse perspectives, including urban and rural viewpoints.

Prohibits members from impugning each other's honesty, integrity, or motives and requires members to observe decency of speech and conduct.

Requires each member to take full personal responsibility for their own conduct through both language and action during all legislative proceedings.
