Requests the Chief Justice of the Colorado Supreme Court establish a committee to review the Colorado Rules of Juvenile Procedure, juvenile court forms, and Chief Justice Directive 04-04.

Committee of qualified persons must make recommendations concerning any necessary amendments to the Rules, forms, or directive to improve the juvenile justice system.

Resolution responds to recommendations from the juvenile defense attorney interim committee, which studied legal defense counsel's role in the juvenile justice system during the 2013 interim.

Directs that a copy of the Joint Resolution be sent to Chief Justice Nancy E. Rice of the Colorado Supreme Court.
