Proclaims Sunday, March 16, 2014 as Liberty Day in Colorado and March 2014 as Liberty Month in Colorado to honor James Madison's birthday.

Recognizes James Madison's role as contributing author of the Virginia Plan during the 1787 Constitutional Convention and co-author of the Federalist Papers.

Acknowledges Madison's service in the United States House of Representatives from 1789 to 1797, during which he introduced the Bill of Rights that was ratified in 1791.

Notes Madison's additional service as Secretary of State from 1801 to 1809 and as President of the United States from 1809 to 1817.

Directs that a copy of the resolution be sent to members of the State Board of Education.
