Establishes Joint Rule No. 45 to classify state budget requests into three categories effective with the 2015-16 fiscal year: operating, capital construction, and information technology budgets.

Operating budget requests cover routine day-to-day expenses including personnel, utilities, and program costs, plus building/equipment repairs for routine maintenance and limited-scope construction projects reviewed by the Joint Budget Committee.

Capital budget requests include projects requiring large temporary fund outlays for asset acquisition, construction, and renovation, reviewed by the Capital Development Committee, with thresholds including projects over $500,000 and controlled maintenance projects between $15,000 and $2 million.

Information technology budget requests with total project costs of $500,000 or more are reviewed by the Joint Technology Committee, along with any operating budget IT requests forwarded by the Joint Budget Committee.

Allows committees to refer requests to other committees if deemed more appropriate, and classifies all local grant awards for construction projects as operating budget requests reviewed by the Joint Budget Committee.
