Amends Senate Rule No. 21 to permit bills allocating additional legislative staff resources to be referred to the Legislative Council as a committee of reference.

Modifies the referral process to clarify that bills allocating legislative staff resources may be referred to the Legislative Council in accordance with section 2-3-301(5), Colorado Revised Statutes.

Amends Senate Rule No. 36 to authorize committees of reference to recommend that a governor's appointment confirmation be placed on the consent calendar for Senate consideration.

Maintains existing authority allowing the majority leader to place noncontroversial confirmations on the consent calendar in sole discretion after consulting with the minority leader.
