Increases the one-time participation fee for companies from $750 to $1,500, with funds deposited into the economic gardening pilot project fund.

Eliminates the statutory deadline for the state director to select a minimum number of participating companies and removes the requirement to select companies by March 1, 2014.

Replaces the 12-month service cap with a flexible range of 40 to 100 hours of services, allowing companies and the office to reassess and renegotiate terms upon hour exhaustion or as circumstances warrant.

Extends the program's reporting requirements and repeal date by 2 years, from June 30, 2016 to June 30, 2017, and changes the final repeal date from July 1, 2017 to July 1, 2019.

Appropriates $200,000 from the general fund to the office for the 2016-17 fiscal year and an additional $15,000 from the economic gardening pilot project fund for the 2015-16 fiscal year to support global business development.
