Establishes a 24-month registration interval for trucks and truck tractors used primarily for agricultural production on farms or ranches.

Qualifies vehicles must be used on land classified as agricultural land for property tax purposes and operated no more than 6 months per year.

Owners pay half the annual fee amount but must pay two years' worth of fees and specific ownership tax in advance at registration.

Takes effect January 1, 2016, unless a referendum petition is filed within 90 days after final adjournment, in which case it requires voter approval at the November 2016 general election.
