HB 15-1019 Summary

• Amends Colorado Revised Statutes 18-3-505 to expand the duties of the human trafficking council regarding recommendations to judiciary committees.

• Requires the council to submit recommendations by January 1, 2016 on whether the General Assembly should establish certification standards for organizations serving trafficking victims and create a grant program for such organizations.

• Directs the council to recommend whether legislation should address prosecution or immunity for child victims of commercial sexual exploitation, creation of legal protections and statutory defenses for such victims, and changes to Title 19, C.R.S.

• Mandates that all recommendations include full explanations discussing benefits, potential problems, and mitigation strategies for each recommendation.

• Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the General Assembly (August 5, 2015), unless subject to a referendum petition requiring voter approval in November 2016.
