HB15-1020 Summary

• For the 2015-16 budget year, increases the full-day kindergarten factor to 1.00, allowing school districts to count kindergarten students as full-day pupils instead of half-day pupils for funding purposes.

• During 2015-16, school districts can include all students eligible for kindergarten enrollment in their pupil count, regardless of actual enrollment, and must use resulting revenues to expand kindergarten facilities if they do not provide a full-day program.

• Beginning in 2016-17 and thereafter, school districts providing full-day kindergarten programs receive a factor of 1.00 for enrolled students, while all other districts receive 0.58 as supplemental kindergarten enrollment.

• School districts that count students for a full day of kindergarten are no longer eligible to receive hold-harmless full-day kindergarten funding starting in 2015-16.

• Requires districts to specify the number of pupils both eligible for and actually enrolled in half-day and full-day kindergarten when certifying enrollment to the state.
