Extends the deadline for filing judicial review petitions from 30 days to 35 days in five separate Colorado Revised Statutes sections related to driver's license revocation, suspension, and violations (CRS 42-2-126, 42-2-127.7, 42-2-135, 42-2-405.5, and 42-2-409).

Changes mandatory language from "shall have" to "has" in multiple statutes to clarify that individuals have a right to file judicial review petitions within the specified timeframe.

Replaces the word "shall" with "must" in two sections (42-2-405.5 and 42-2-409) regarding petition filing requirements.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 5, 2015, if sine die occurs on May 6, 2015), subject to voter approval in November 2016 if a referendum petition is filed.
