Creates military license plates with an additional identifying figure to indicate eligibility for reserved parking for persons with disabilities under Colorado law.

Allows military veterans and Colorado National Guard members with physical impairments affecting mobility to obtain designated license plates that authorize use of accessible parking spaces.

Permits individuals to hold either two military license plates with identifying figures or one military license plate with an identifying figure plus one placard for disabled parking.

Appropriates $5,190 from the license plate cash fund for license plate ordering and $52,942 each to the department of revenue and governor's office of information technology from highway user tax funds for implementation costs.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2015), subject to potential referendum petition under the state constitution.
