Increases the number of district court judges in the Twelfth Judicial District from three to four, effective July 1, 2015, subject to available appropriations.

Appropriates $340,651 to the judicial department for the 2015-16 state fiscal year, consisting of $333,631 from the general fund and $7,020 from the judicial department information technology cash fund.

Allocates $94,170 for courthouse capital and infrastructure maintenance ($87,150 general fund, $7,020 information technology cash fund).

Allocates $246,481 from the general fund for trial court programs, based on the assumption that an additional 3.2 full-time equivalent employees will be required.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
