Prohibits state institutions of higher education from denying religious student groups benefits available to non-religious student groups solely because the religious group requires leaders to adhere to sincerely held religious beliefs or conduct standards.

Defines "benefits" to include recognition, registration, facility use for meetings or events, access to institution communication channels, and available funding sources.

Applies to actions or policies that discriminate based on a religious student group's leadership requirements.

Takes effect on August 5, 2015, unless a referendum petition is filed, in which case it requires approval by voters at the November 2016 general election.
