Expands the definition of "licensed facility" to include any facility required to be licensed under section 25-3-101, C.R.S., or licensed long-term care facilities, enabling broader participation in medication donation programs.

Allows licensed facilities and prescription drug outlets to donate unused medications, medical supplies, and used or unused medical devices to nonprofit entities or practitioners authorized to dispense them, with pharmacist review of the donation process required.

Prohibits donations of expired medications and requires that medications not expire before patient use based on the prescribing practitioner's directions.

Protects persons and entities from civil, criminal, or professional disciplinary liability when donating, accepting, dispensing, or facilitating donations in good faith, without negligence, and in compliance with the statute.

Prohibits resale of donated medications, medical supplies, and medical devices for profit, but allows receiving entities to charge a handling fee not to exceed an amount specified by board rule.
