Establishes a 4-year legislative review schedule for all existing executive branch agency rules, with automatic expiration on specified dates unless extended by bill.

Requires joint committees of reference to conduct policy reviews examining rule necessity, efficacy, cost-benefit analysis, and whether statutes still authorize the rules; Committee on Legal Services conducts parallel legal reviews for rule-making authority compliance.

Agencies must provide written summaries to committees at least 2 weeks before hearings, specifying authorizing statutes, sunset dates, and enforcement costs; committees then sponsor departmental rule review bills with recommendations.

Creates staggered review schedule with rules expiring May 15, 2016 (first group), 2017 (second group), 2018 (third group), and 2019 (fourth group) for various departments including Personnel, Education, Revenue, Agriculture, Law, and others.

If no departmental rule review bill passes or governor vetoes it, rules automatically extend one year; if second bill fails, rules expire May 15 of following year; does not apply to Department of Regulatory Agencies or agency organizational rules.
