Commission shall promulgate rules to allow veterans, including active duty personnel, free entrance to Colorado state parks and recreation areas during the month of August each year, excluding campgrounds, yurts, and other amenities and services.

Commission may establish evidence standards to verify veteran status and may issue identification stickers or devices for future entrance, with fees limited to direct and indirect costs of issuance.

General Assembly must annually appropriate funds to the Division of Parks and Wildlife to implement this program, and the free entrance requirement does not take effect until appropriations are made.

$150,000 is appropriated from the general fund to the Department of Natural Resources for the 2015-16 fiscal year to implement the act and support state park operations.
