Repeals the requirement that private (non-licensed dealer) firearm transfers include a criminal background check of the transferee conducted by the Colorado Bureau of Investigation (CBI).

Eliminates the fee that CBI was authorized to impose for performing instant criminal background checks on firearm transfers, effective March 20, 2013.

Eliminates the instant criminal background check cash fund and removes associated reporting requirements to the joint budget committee.

Makes conforming amendments to civil protection order and domestic violence statutes that previously required background checks when defendants transferred firearms to private parties.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
