Expands the secretary of state's powers to supervise and enforce all election codes incorporated into Colorado law, not just the Uniform Election Code of 1992.

Requires the secretary of state to provide designated election officials and municipal clerks with the 3 most recent signatures of each eligible elector from the statewide voter registration system at least 30 days before elections.

Mandates that 2 election judges compare voter signatures on mail ballot return envelopes with signatures provided by the secretary of state, with any disagreement referred to the election official or clerk for final determination.

Prohibits election judges from rejecting signatures based solely on substitution of initials or use of common nicknames, and requires training in signature comparison techniques.

Requires the secretary of state to establish uniform administrative complaint procedures by June 30, 2015, for municipal and local government elections, allowing any individual to file complaints for witnessed election code violations.
