Registration fees include $10 vehicle fee plus license plate fee and motorist insurance identification fee; registration expires upon vehicle ownership transfer.

Counties may authorize and regulate off-highway vehicle use, enter cooperative federal enforcement agreements, and must publish maps of authorized roadways with official signage.

Violations classified as Class B traffic infractions with $15-$100 penalties and no license suspension points; off-highway vehicles must obtain certificates of title by July 1, 2016, with phased-in penalties through 2017.
