Amends Colorado Revised Statutes 24-50-604 to modify eligibility rules for the state employee assistance program established by the state personnel director.

Removes the previous restriction that made dependents of state employees ineligible to participate in employee assistance programs.

Allows employee assistance programs to permit dependents and non-state employees to participate when such participation is necessary to provide effective counseling and assistance to a state employee.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
