• Requires both designated representatives of initiative proponents to attend review and comment meetings with legislative council and legal services; failure to attend results in automatic withdrawal or resubmission of the petition.

• Creates a new initial fiscal impact statement requirement prepared by the Legislative Council staff director for all initiated measures, including estimates of fiscal effects and economic benefits, to be included in petition sections.

• Allows proponents and registered electors to challenge the fiscal impact abstract within seven days of title board approval on grounds of incorrect estimates, misleading content, or non-compliance with statutory requirements.

• Modifies petition section requirements to include the fiscal impact abstract on the first page and updates warning language to encourage signers to read the abstract.

• Appropriates $18,414 to the Legislative Council staff for fiscal year 2015-16 to fund preparation of fiscal impact statements for citizen-initiated measures.
