House Bill 15-1059 Summary

• Increases the Denver Health and Hospital Authority board size from nine members to eleven members effective July 1, 2016.

• Changes board member removal process effective July 1, 2015 from city ordinance-based removal to removal by unanimous board vote (excluding the member being removed) plus mayor approval, based on failure to perform duties or conduct detrimental to the authority.

• Removed member cannot appeal the board's removal decision.

• Seven members of the Denver Board of Health and Hospitals serve as an ex officio nonvoting advisory panel to the authority's board.

• Reduces minimum annual board meetings from eight to six meetings per year.
