Amends Colorado's harassment statute to explicitly include harassment through interactive electronic mediums such as telephone networks, data networks, text messages, instant messages, computers, and computer networks.

Expands the definition of harassment to cover both direct initiation of communication and directing language toward another person through electronic means, anonymously or otherwise, when intended to harass, threaten bodily injury, or threaten property damage.

Designates the new harassment provision as "Kiana Arellano's Law" in honor of the statute's namesake.

Includes a First Amendment protection clause stating the law is not intended to infringe on any rights guaranteed by the First Amendment or prevent expression of religious, political, or philosophical views.

Takes effect July 1, 2015, and applies to offenses committed on or after that date.
