Amends Colorado Revised Statutes 1-45-117 to address individual liability of county commissioners when a board is found to have made illegal campaign contributions or expenditures.

Individual board members who voted in favor of or authorized a violation may be ordered to reimburse funds, but only up to the amount reimbursed by any other board member who authorized the same violation.

Applies to violations of campaign contribution and expenditure limitations under Article XXVIII of the Colorado Constitution.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2015) unless subject to referendum petition, in which case it requires voter approval at the November 2016 general election.
