Prohibits employers in Colorado from requiring employees to join or remain members of labor organizations as a condition of employment, effective July 1, 2015.

Prohibits employers from requiring employees to pay dues, fees, assessments, or equivalent amounts to labor organizations or charitable third parties in lieu of union dues.

Declares any written or oral agreements between employers and labor organizations that violate these prohibitions void and unenforceable.

Establishes criminal penalties of up to $1,000 fines and/or 90 days county jail for violations, plus civil remedies allowing injured parties to recover damages and attorney fees.

Exempts employers and employees covered by federal Railway Labor Act, federal employers, federal enclaves, and situations preempted by federal law from the bill's requirements.
