Requires state Department of Human Services or county human or social services agencies to immediately report missing children and youth in their legal custody to law enforcement within 24 hours of discovering the disappearance.

Mandates law enforcement notify the Colorado Bureau of Investigation within 24 hours for transmission to the FBI for entry into the National Crime Information Center database.

Requires agencies to also report missing youth to the National Center for Missing and Exploited Children.

Maintains existing reporting requirements for foster parents and out-of-home placement facilities under section 19-2-920.

Effective date is January 1, 2016, subject to referendum petition provisions.
