Authorizes the general assembly to appropriate general fund moneys for the teen pregnancy and dropout prevention program administered by the department of health care policy and financing.

Modifies financing rules to allow general funds to support the program, whereas previous law prohibited general fund use except for internal administrative costs.

Extends the program's repeal date from September 1, 2016 to September 1, 2020.

Requires the department of regulatory agencies to review the program prior to its repeal in 2020.

Increases general fund appropriation for medical services premiums by $36,144 and decreases cash funds appropriation from certified public expenditures by $30,026 for fiscal year 2015-16.
