HB15-1084 Summary

• Increases the ratio of active electors per voter service and polling center (VSPC) during early voting from 30,000 to 75,000 active electors per VSPC for counties with at least 25,000 active electors
• Increases the ratio of active electors per VSPC on election day from 15,000 to 30,000 active electors per VSPC for counties with at least 25,000 active electors, while maintaining a minimum of three centers per county
• Removes the requirement that mail ballot return envelopes have a flap covering the signature in independent mail ballot elections
• Takes effect 90 days after final adjournment of the general assembly (August 5, 2015), unless subject to a referendum petition requiring voter approval in November 2016
• Applies to all elections conducted on or after the effective date
