Allows county commissioners to publish monthly expenditure reports and semiannual financial statements on a county-maintained website instead of requiring publication in a legal newspaper.

Specifies that salary warrants must be included in monthly expenditure reports, changing prior language that excluded them.

Maintains existing alternatives if a county chooses newspaper publication: use an adjacent county's newspaper with general circulation in the county, or post statements in three conspicuous county locations including the courthouse door.

Requires reports and statements to be published at least monthly (within 30 days) for expenditure reports and within 60 days for financial statements following the reporting periods.

Takes effect January 1, 2016, and applies to all reports and statements published on or after that date, subject to possible voter approval if a referendum petition is filed.
