Requires the Colorado Bureau of Investigation to produce federal transfer certificates for machine guns, destructive devices, and other regulated firearms within 5 days of a prospective transferee's request.

The director or designee must either issue the certificate and transfer it to the applicant, or deny it with written explanation and opportunity for the applicant to provide additional information.

Allows prospective transferees denied a certificate to seek judicial review, with the burden of proof on the director to demonstrate ineligibility by preponderance of the evidence.

Permits courts to award attorney fees to the prevailing party following judicial review of a certificate denial.

Requires the bureau to redact records of issued certificates so they do not indicate the specific model or serial number of the firearm or device involved.
