HB15-1090 Summary

• Creates the county retail marijuana impact grant program in the Division of Local Government to provide assistance to counties experiencing impacts from marijuana cultivation, testing, sale, consumption, and regulation.

• Counties are eligible to apply regardless of whether they allow or prohibit retail marijuana operations within their boundaries.

• Grant funds may be used for law enforcement costs, youth marijuana education and prevention campaigns, child welfare services, and other county services impacted by marijuana operations.

• State treasurer must transfer 30% of marijuana tax cash fund revenues to the county retail marijuana impact cash fund beginning June 30, 2015, and annually thereafter.

• Division must prioritize counties with populations of 30,000 residents or fewer when awarding grants and must report annually on program effectiveness to the legislature.
