Repeals Article 7.5 of Title 6, which would have prohibited the sale of low-efficiency lavatory faucets, shower heads, flushing urinals, tank-type toilets, and tank-type water closets effective September 1, 2016.

Maintains requirements for builders of new single-family detached residences to offer buyers toilets, faucets, and shower heads meeting federal EPA WaterSense program standards.

Maintains requirements for state-owned building construction or renovation to include water-efficient plumbing devices, with a new exception allowing non-water-efficient devices if the public entity determines installation would be detrimental to public health and safety.

Maintains requirements for new residential and commercial building construction or renovation to meet water-efficiency standards, with existing waiver provisions for public health, safety, or sewer hydraulic gradient concerns.

Takes effect 90 days after legislative adjournment (August 5, 2015) unless subject to referendum petition, in which case it requires voter approval at the November 2016 general election.
