Expands the Colorado Cottage Foods Act by dividing eligible products into two tiers: Tier One includes spices, teas, dehydrated produce, nuts, seeds, honey, jams, jellies, preserves, fruit butter, flour, baked goods, candies, fruit empanadas, and tortillas; Tier Two includes pickled vegetables with an equilibrium pH value of 4.6 or lower.

Requires producers to display a conspicuous placard, sign, or card at the point of sale stating "THIS PRODUCT WAS PRODUCED IN A HOME KITCHEN THAT IS NOT SUBJECT TO STATE LICENSURE OR INSPECTION. THIS PRODUCT IS NOT INTENDED FOR RESALE."

Clarifies that "nonpotentially hazardous" foods under the act do not include low-acid or acidified foods.

Directs the State Board of Health to promulgate rules and enforcement provisions for the production and sale of Tier Two foods.

Appropriates $120,982 to the Department of Public Health and Environment for the 2015-16 fiscal year to implement the act, including 1.4 additional full-time employees for the cottage foods program.
