Allows adult adoptees, adoptive parents of minor adoptees, and custodial grandparents of minor adoptees to receive unredacted adoption records without redaction upon request.

Expands direct access to unredacted adoption records to spouses of adult adoptees, adult descendants, adult siblings or half-siblings, adoptive parents or grandparents of adult adoptees, and their legal representatives with notarized written consent of the adult adoptee or if the adoptee is deceased.

Defines unredacted "adoption records" to include original and amended birth certificates, final decree of adoption, identifying information about adoptees and birth parents, nonidentifying information, final order of relinquishment, and order of termination of parental rights.

Excludes pre-relinquishment counseling records from the definition of adoption records, requiring those to remain confidential.

Takes effect upon passage and applies to all requests and applications for access to adoption records filed on or after the effective date.
