Requires the Office of Policy and Research in the Department of Regulatory Agencies to conduct performance analysis and evaluation of each principal department of the executive branch, including the Colorado Commission on Higher Education and the Department of Regulatory Agencies, with recommendations for termination, continuation, or reestablishment

Mandates review of 2 principal departments in fiscal year 2015-16 and 2 additional departments each fiscal year thereafter until all principal departments are reviewed, with the office determining the subsequent review schedule

Requires submission of reports with specific draft legislation recommendations to the Office of Legislative Legal Services by October 15, 2016 for the first 2 departments, then biennially thereafter

Establishes public hearing requirements before any principal department termination, continuation, or reestablishment, where departments must demonstrate public need for continued existence and that their administration is the least restrictive approach consistent with public interest

Limits the life of each principal department subject to review to no more than 15 years, with newly created principal departments also limited to 15-year lifespans
