Prohibits Colorado state agencies, political subdivisions, employees, and Colorado National Guard members (acting in official capacity) from assisting federal armed forces in investigating, prosecuting, or detaining individuals under sections 1021 or 1022 of the National Defense Authorization Act for Fiscal Year 2012 or substantially similar successor provisions.

Applies only when federal assistance would violate the U.S. Constitution, Colorado Constitution, or Colorado state law.

Exempts Colorado National Guard members acting under direct orders from commanding officers specifically referencing sections 1021 or 1022 of the federal act.

Exempts Colorado National Guard members acting in official capacity while on active duty under Title 10 of the United States Code.

Requires criminal prosecution of any individual violating the prohibition under applicable Colorado Criminal Code provisions, including assault, battery, kidnapping, and homicide.
