Amends Colorado's renewable energy standard to include hydroelectricity and pumped hydroelectricity as eligible energy resources.

Defines "hydroelectricity" as generation and delivery of electrical or mechanical energy by harnessing the kinetic energy of water to an interconnection meter.

Defines "pumped hydroelectricity" as hydroelectric generation during high-demand periods from water pumped during low-demand periods between lower and higher-elevation reservoirs.

Removes previous restrictions on hydroelectricity eligibility that limited new hydroelectric facilities to 10 megawatts or less and existing facilities (as of January 1, 2005) to 30 megawatts or less.

Takes effect August 5, 2015, unless a referendum petition is filed, in which case approval by voters in November 2016 is required.
