Creates the statewide membership organization grant program within the Tony Grampsas Youth Services Program to provide grants to statewide membership organizations that operate as umbrella administrative bodies for smaller youth service organizations.

Eligible statewide membership organizations must comprise at least 10 member organizations serving a minimum of 25 counties, with at least 30% of those counties being rural, and collectively serve youth where a minimum of 60% qualify for free or reduced-cost lunch.

Member organizations must meet existing Tony Grampsas eligibility criteria and provide at least 15 hours of facility-based after-school and homework assistance per week during school year and 30 hours per week during summer.

The Tony Grampsas Youth Services Board reviews and awards grants with no dollar amount cap; statewide organizations applying for this program are ineligible to apply for other Tony Grampsas programs but individual member organizations may still apply to other grant programs.

Creates the Statewide Membership Organization Grant Fund; from fiscal year 2015-16 through 2024-25, any surplus Youth Services Program Fund moneys above the 2014-15 appropriation (up to $2 million) transfer to this new fund.
