• Requires the state board of education to annually revise preschool through secondary education standards in 2 instructional areas, ensuring all standards are reviewed once every 5 years and meet or exceed the highest performing states and countries

• Restricts statewide testing to specific grade levels: English language arts and mathematics annually in grades 3-8 and once in grades 10-12; science and social studies tested annually in designated grade bands

• Allows local education providers to select from 3 state-approved assessments for each instructional area and grade level, rather than using a single uniform test

• Requires the state board to adopt a curriculum-based college entrance exam for all 11th-grade students and allows Colorado to participate in international benchmarking assessments

• Permits local education providers to develop assessment plans that may substitute for statewide testing upon receipt of a federal waiver from the "No Child Left Behind Act" requirements
