Extends nomination petition circulation periods for municipal candidates from 50 to 91 days before election, and extends filing deadlines from 30 to 71 days before election to allow active military and overseas voters additional time to participate.

Requires municipal clerks to mail ballots and ballot materials to designated active military and overseas voters no later than 45 days before elections, with ballots counted if received by 8 days after election.

Mandates county clerks forward complete lists of active military and overseas voters in each municipality to municipal clerks at least 60 days before elections.

Extends various other municipal election deadlines including charter election notices (30 to 60 days minimum), special election notices (30 to 60 days before), and candidate withdrawal deadlines (22 to 63 days before election).

Extends canvass and recount completion deadlines from 7 to 10 days after election, and extends optional recount request filing periods from 7 to 10 days after election.
