Amends Colorado Revised Statutes 42-3-204 to allow the department of motor vehicles to issue two disabled veteran license plates with identifying figures to a qualified individual, or alternatively, one disabled veteran license plate with an additional identifying figure and one placard.

Appropriates $7,880 to the department of revenue for the 2015-16 fiscal year, consisting of $2,866 from the general fund and $5,014 from the license plate cash fund, for license plate ordering to implement the act.

Takes effect at 12:01 a.m. on August 5, 2015 (or the day following the ninety-day period after final adjournment of the general assembly), unless subject to a successful referendum petition requiring approval at the November 2016 general election.
