HB15-1138 Summary

• Exempts holders of valid Colorado concealed handgun permits issued or renewed on or after January 1, 2016, from required background checks when transferring firearms at gun shows if they present the permit and valid government-issued identification.

• Exempts permit holders from federal National Instant Criminal Background Check System (NICS) requirements when transferring firearms from licensed dealers if they present the permit and valid identification.

• Requires the Colorado Bureau of Investigation to establish and make available a uniform template for concealed handgun permits to all sheriffs by October 1, 2015, and requires all permits issued or renewed after January 1, 2016, to conform to this template.

• Adds citizenship information requirements to concealed handgun permit applications, requiring applicants to assert U.S. citizenship or provide specific documentation if a legal alien.

• Requires sheriffs to confiscate and replace permits issued before January 1, 2016, when renewed, ensuring all permits conform to the new statewide template.
