Prohibits production or manufacture of personal care products containing synthetic plastic microbeads in Colorado starting January 1, 2018, with exception for over-the-counter drugs.

Prohibits acceptance for sale of personal care products with synthetic plastic microbeads starting January 1, 2019, and prohibits production or manufacture of over-the-counter drugs containing microbeads on the same date.

Prohibits acceptance for sale of over-the-counter drugs containing synthetic plastic microbeads starting January 1, 2020.

Defines synthetic plastic microbeads as intentionally added, nonbiodegradable solid plastic particles measuring less than five millimeters in size intended to aid in exfoliating or cleansing as part of a rinse-off product.

Establishes civil penalties of $1,000 to $10,000 per offense, determined and collected by district court upon action by the Department of Public Health and Environment, with penalties credited to the state general fund.
