• Changes terminology from "classified material" to "radioactive material" throughout licensing and disposal facility provisions for consistency with federal regulations.

• Repeals the provisional license provision for hospitals and removes the state's eminent domain authority to acquire uranium mill tailings sites, consolidating those functions under federal programs.
